Manitoba Horse Council

Manitoba Horse Council (MHC) is a not-for-profit organization representing clubs and individual members involved in equine activity in Manitoba. MHC is the recognized governing body for equestrian sport in the province; providing support, leadership and resources to develop athletes and protect the interests of Manitoba's equestrian enthusiasts. > COVID-19 Update February 27 2021

Following a meeting of MHC representatives with Minister Blaine Pedersen (Agriculture & Resources) equestrian now falls under Recreation for the purposes of determining allowable activities. Facility owners can now be confident that one-on-one indoor lessons are allowed, as below, regardless of what a local Health Inspector may have said in the past few days.

 Our Covid Update sheet below has been changed accordingly, although we know there are still questions.

Feb 27 Covid Update for the Manitoba Equestrian Community

  • Indoor facilities may REOPEN to the public , ie non-horse-owners (as long as all other Covid restrictions are followed) at 25% capacity for individual one-on-one instruction only. The Schedule of businesses permitted to open still includes stables as #73 so boarders may still provide those essential services including exercise riding.
  • The proviso is that the facility may only operate within limits of 25% facility capacity including staff (ie a coach). One person may accompany the rider with their coach during the lesson. It would be the facility owners’ responsibility to decide their total capacity before making the decision as to what their safe 25% maximum is. Owners may still set their own safe indoor arena limits of horses and riders/coaches which may be less than the 25% capacity number quoted. Access to indoors is allowed for washrooms only (ie tack up outside).

The rules of conduct are mandated by the provincial government and they apply to all, regardless of affiliation or MHC membership. 

When the Code Red is lifted, and even if your equestrian activity is not linked to MHC, we encourage you to read and use the Return to Play/Return to Competition protocols as they are the guidelines approved by the Province of Manitoba, and are the standard to which your activity will be held.

Please note that provincial guidelines may be amended from time to time and it is the facility/event organizer's responsibility to be aware of any changes. The gov.mb.ca website link gives current information as of the day an Order is applied.

A number of provincial and federal grants are noted in this link. Please take the time to review them, as eligibility has changed for some of the programs.
